Bug Report: Performance Issues with DirectX 12 and Vulkan on High-End Hardware

Description of the Problem:
While running Path of Exile 2 using DirectX 12 or Vulkan on my system, I am experiencing the following issues:

High GPU Usage (100%): My GPU is consistently maxed out, but the game fails to achieve stable frame rates above 80-90 FPS.
Underutilized CPU: My CPU usage ranges from 20-50%, even in situations where more threads could potentially improve performance.
FPS Feels Worse Than Reported: Despite displaying ~90 FPS, gameplay feels choppy and unsmooth, likely due to frame pacing or micro-stuttering issues.
DirectX 11 Performs Slightly Better: Switching to DirectX 11 reduces the GPU usage, but significant frame drops occur


Operating System: Windows 11 Pro
GPU: NVIDIA GeForce RTX 4080 Super (newest driver)
CPU: AMD Ryzen 7 7700X
RAM: 32 GB DDR5
Storage: Installed on a PCIe NVMe SSD
Display: 1440p, 165Hz]

I am having the exact same issue.

My GPU pegged at 99%, and framerate is locked at 27. It will not go higher. I've tried turning it down to lowest graphics settings, and still stuck at 27.

I changed the renderer from DirectX12 to DirectX11 and GPU utilization drops between 50%-80% and framerates shoot up to 80-90. However, there are significant frame drops back down to 10-15 and the game does not feel smooth.

It really affects your ability to enjoy the game. Act 2 is performing worse than Act 1. The frame drops are constant.
Similar issues, my mate blew up his PSU lastnight.

I think this is something new that just got added. I was running fine on Vulkan past couple days and logged in today and now Vulkan and DX12 both cap my frames at 54, previously 120-200. DX11 doesn't have this issue but does have the random terrible frame drops.

OS: W11 Pro
GPU: 4070TI Super
CPU: 7950x3d
RAM: 32gb DDR5
Dis: 1440p 240hz

EDIT: Wanted to say I found a fix in updating my Bios to the newest stable version. Not sure if this will work for everyone but it did for me, good luck Exiles.

same problem, but with lower fps...
in multiplayer or later gameplay with much effects i cant play,..

I just want to bump this and report similar issues. For my computer specs, I have:

OS - Win 11 Pro
CPU - AMD Ryzen 7 7800X3D 4.20 GHz
GPU - PNY XLR8 NVIDIA 4080 Super
RAM - 32 GB DDR5-6000
Installed on - NMVE SSD

Additionally, I have disabled Game Bar, the Xbox overlay, and discord overlay. I am up to date in the latest GPU drivers, have attempted to repair the game, have done a re-install, and have set my CPU priority to high. The processes I have running in the background are Discord, Riot Vanguard, SteelSeries GG, Logitech G-hub, Nvidia app, and wallpaper engine.
Same issue here, if I use DX12 or Vulkan my FPS goes to 42 regardless of any graphics settings. I can only play with DX11 where my FPS goes to 120-140 + but some specific areas and bosses the FPS drops to 30-25, almost making the game unplayable.

My settings:

OS: Win 11 Pro.
GPU - AMD Ryzen 7 5700x.
GPU - Nvidia Geforce RTX 3070
RAM - 32GB DDR4 3200MHZ
HD - SSD M2
The moment I start the game, my 4090 shoots up to 100% but the game is capped at 50-51 fps.

I have a 1 year old system with a 4090, 13700k, 32GB of DDR5 RAM. I play everything on a ultrawide 3440x1440 and never really had issues hitting 120fps on Cyberpunk 2077, Baldur's Gate 3 or The First Descendant, but on POE2 the game just won't go past 50fps.

Maxed settings, low settings, 3440x1440, 720p, dx12, vulcan, doesn't matter, my GPU shoots to 100% but the fps won't go past 50.

I can turn on DLSS and put it on super performance with all settings set to low: 50fps.
I can turn all settings to high and turn off all performance boosters: 50fps

I have double-checked NVIDIA Control Panel just in case and the game is correctly being recognized as a 3D application, there are no artificial fps caps in place. Updated the BIOS and Windows and manually added POE2 as a high performance app on Windows Graphics Settings.

One interesting thing: I have a MSI 4090 Suprim Liquid X and the GPU fans remain idle when the GPU temp is under 55C, usually when I'm browsing or doing productivity work. Once temps hit 55C, the fans will start spinning. I noticed that on POE2 the fans never kick in, I let it go up to 65C before quitting the game, but I have never experienced anything like this before on any videogame.

Any help would be appreciated.
Same, i thought the problem was dx12 on my system but I tried cyberpunk (which is dx12) and can absolute max it without no problems on 1440p.

Hope GGG sees this and hopefully fixes it, its super annoying that i cant run the game smooth on a 4080 super with r7700x when others with "worse" rig have 140+
SOLUTION:
Just wanted to add a reply here that updating my bios to the newest stable version fixed this problem for me. Hopefully it can help others as well. I'm not sure if this is the only fix or if the problem can come from other sources so no guarantee it fixes it for your particular system. Checking your chipset drivers could also be worthwhile.
