Tinker's Tools not appearing

I cleared the whole zone and killed all miners and still nothing.

" The Reforging Bench is from a different quest. it's by killing the boss in the molten vault in act 3. |

Right after having one of the miners drop a single Blacksmith Whetstone and i did pick it up the quest marker on the map grayed out.

Yeah +1 I should have checked here before full clearing it a second time.
What is the quest reward for doing this if it's not bugged? ------------------------------------

its not bugged, quest completes when one of the miners drop one Blacksmith Whetsone, and you loot it.

Got that same drop from a miner and it did not affect the icon on the map.
