Tinker's Tools not appearing

have ceared this 6 plus times no tools cleared every mob and open every chest each time

Cleared it 3 times and got a couple of uniques but no tools yet

I cleared it today again and still no drop, however it now appears as completed on the map (faded out icon)

is there quest that have to be active to make the quest item spawn? they may have added that in poe2 unless dev said it was a bug?

The chest indicating the Tinker's Tools are in the Mawdun Quarry on the map is now just gone.
Has anyone every gotten these things? What do they even do? |

Chest is gone from the map after todays patch so I guess it was a bug-fixed
