I believe they've already addressed this saying they were doing something like game time, amount you've spent in game, and the lottery. Unsure of order of priority as they're keeping that to themselves. However, this should fix the fake account thing if they have literally no game time or money spent in game and those are the priority. They are wanting to test all functions of the game though with this beta including end-game. I'm sure they're going to want as many actual players as they can get.
