They replaced our standard maps when they were eaten a few years back. I would not say the devs "don't care." I suspect they prioritize what brings in more money. Which is probably the beta-leagues. Likely by necessity. No game, no standard for me.

But if we're persistent and marginally polite, it's possible GGG will fix the issue. They've fixed standard map issues the past.

I have a strong suspicion that current "new" conversion routine is that orb: it goes over all maps in old tab and applies effect of horizon orb to each. I don't remember if conversion rerolls map modifiers, never cared about it. But it could explain why it was never fixed properly: if there is no separate implementation for conversion routine, fixing it would mean fixing the horizon orb, which would in turn allow "abuses" of players just trading loads of red maps among each other with "conversion service", instead of getting their own watchstones.
