Very strange that you are required to turn sound off to improve frame rates. I'm running on a Dell T3610 gaming rig which is a 2013 Intel chipset (C602 and all Win 10 Pro says is "Realtek High Definition Audio) so nothing top of the line new generation and running Windows 10 Pro version 1909 (I just upgraded from Win 7 to Win 10 in February 2020) on my 8 core Xeon (E5-2667 v2) PoE 3.9.x plays fantastically finally with all settings at normal and sound is on.

I hope the OP has had success (like me) and found a working solution to be able to play PoE with the sound on. Sound is very important in PoE with so much happening off-screen (like my minions destroying a pack of porcupines... run away, run away fast).

Altering game files??? Are you kidding me? I'm a "user" not a wiz kid. I don't like altering game files.

I will give up playing first. (I almost have anyway due to constant disconnections.)

Yes 100%.

Sound effects impact performance, there is literally zero debate, and you can test easily.

Hell you can all but eliminate dashbaording on PS4 by doing this also.

Watched the video and realised that I did not play without sound. Followed the video instructions and I don't know what to say..... It feels like a completely different game now. WTF? I'm calling the roman catholic inquisition to call out the devil out of the sound engineers.
