To ALL who complain. Upgrade Windows 7 to Windows 10 . I had the same problem. Its gone after i upgraded . No memory leaks anymore. I can even play on High details etc. cuz i have more fps then on Windows 7.

It just takes longer. Also Win 10 either You like it or not is sending Your data on MS servers. So this is NO to me.
is this some kind of windows ploy to get people to upgrade? some kinda planned obsolescence for win7? i dont want steve balmer watching me poop. ive been playing this game for years and suddenly this league it wont run for more than 5 mins, pretty fuckin frustrating
I seem to never crash on my aurabot yet others in the party are crashing (almost always simultaneously). Maybe it has to do with attacking monsters or monsters appearing on the screen (I may be off-screen sometimes when crashes occur with party members). On the other hand I consistently crash in maps on my mfer character while attacking mobs throughout the map. Not certain if crashing occurs due to memory leaks, game mechanics, or something else. It is also open that there may be multiple issues with the game. Furthermore we could be having performance issues or crashing for multiple reasons, which could be difficult for GGG to diagnose.

Windows 10 Pro
AMD 950
NVIDIA GeForce GTX 1660 ti
16GB RAM

Also today I bought a new computer to test out because I cant play without skipping screens while running from death.

Current Setup:
Windows 10 Pro
AMD Ryzen 9 3900x
NVIDIA GeForce GTX 1660 ti
32GB RAM

I will update if there are any changes.

Update:
With the new computer specs I seem to be crashing on my aurabot now due to Legion boss. However performance has significantly improved with no obvious RAM increase/memory leak. It doesn't appear the issue revolves around attacking directly; it may be just legion boss appearing after he comes out of still/sealed state. With that in mind there still may be an issue with performance since players imo shouldn't have to upgrade their system significantly above recommended requirements.

Yeah but on window's 10 its also memory leaking.
So upgrading from 7 to 10 is not a fix stop giving bad advise to ppl.

Read licence agreement You agreed.
So... for everyone who yells "upgrade to Windows 10!" - this is how it fixed it. My boyfriend upgraded his OS, so now PoE takes like 2,5GB RAM instead of 6-7GB, but with 4x3,6GHz CPU it is 75-85% of usage, while on my old, poor notebook with 2x2,1GHz it takes maximum 40% CPU, but still insane amount of RAM (PoE is totally unplayable on this notebook because of bad GPU, but it was the only computer I had during christmas)... For me upgrading to Win10 isn't a fix, it just looks like "I'll use less RAM, but I'll kill your CPU". That's sick tbh. I'm still hoping for a real fix from GGG.
Not "yelling" anything. It's worked for me and many others.

You have a different, unrelated problem which you've already alluded to:

Upgrading to windows 10 isn't going to magically fix your old, poor notebook.

As I said, notebook was with me during christmas. I've got a normal computer (not so special, but bought 3 years ago) and still getting terrible performance in PoE since one of these 3.9.0 patches. For now I turned off all visual effects in Windows 7, making it look like Windows 98, I launched PoE in fullscreen and as administrator and it still eats RAM as crazy (96% of total RAM usage), but no longer fps drops to 2-3 that made game unplayable, now it keeps 50-60 with vsync and a bit less while harder fights. It looks like something about turning off Aero did a trick :)
