It's "Chaos Resistance", not "Base Chaos Resistance". So it gets doubled to -120 from -60.

We cant be sure untill we test it, but its most likely chaos res you get from gear/other sources, not chaos res your character has. If you have no source of chaos res, it means it will just double the 0 chaos res you get.

I highly doubt thats how it works. Have you seen any Notable with a downside?

This is unfortunate example of how GGG fails to come up with descriptions that are easy to understood. This could be understandable if the game is freshly released and developers are still working on establishing a common taxonomy for their game but PoE is out for 7 years.... #sad&confused

If you think about it and apply common sense, it is very unlikely that this notable will apply to a character sheet stats. There is no precedence for such approach and it would also lead to a ridiculous situation like you have mentioned. Most likely interpretation is that any chaos resistance from any sources will be doubled--this means you only need 68 total chaos resistance on gear to be capped at 75%.
