The games experience is this and it is fun with our good pc's luckily, the shadows in some maps are like omg I can't see hahaha phew close one almost lost 10% exp but I can still loot my drops but I don't see my rock to kick over maybe a mirror is lost , even more funny where is my mouse cursor so much going on I can't see my cursor , hope to see some mouse cursor improvements soon.

Perhaps, but one of PoEs strengths (in my opinion) is that it does not try to be everything to everyone. I am certain they would like to keep you as a player, but they have this choice (shadows on) as a key element of the game they present to us. Your logic could be applied to any change anyone wants to see in the game.

Shadows kills lots of older gpus fps

Bet if you could turn shadows off in dx11 lots of people would gain at least 10 fps and when your already playing at around 17 fps that would help

There has to be a way to turn shadows off even when you cant ingame outside of the game
The game really does look awful without shadows, this is ok. But allow us to turn off gore effects from items like belly of the beast and fracebreaker as well as persistent ground effects from ice shot and the likes. I really do not need to see a skill impact on every mob that it hits.

Shadows are also used as tool to telegraph XYZ. Like the big bird attack from above in Aquaducts and Channel Map.
Does this mean your technical team will address the bufferbloat on your networks?

You're wasting money not dealing with it and we all are affected by bad links that connect us to you or your own servers using tcp/udp/ip stack technology that aggregates packets and adds lag to data that is crucial for the game.

It's pathetic you don't. You don't need miracle hardware it's a software issue.

Bloat only increases the cpu demands on networking and latency needs i/o and cpu cycles to keep to a minimal. Bloat gives the hardware dealing with network less room to manage packets and will prevent data from being sent or processed until it is processed itself.

Packet aggregation holds packet to finite point until the threshold is met. How again is this good for players in interactive game?

You server downtime issues are because your servers have no queue management and eventually can't process any packets. Please get queue management for interlinks that need the data to be managed properly.
