Seems over buffed. But I guess you realized no one was playing this @ 500 ms. Anyway I guess I'll be playing discharger next league again unless ice nova is really goodly buffed. Been a long time for both.

The balanced values are
CoC .250 ms
the 3S weapons .125 ms.

But GGG is not interested in balance they are interested in getting you to stay and play diverse builds and nerf and buff to move the needle around.
