Poet's Pen not casting 2nd attack when getting fractionally close to 4.00 APS

Just read 3.2 patch notes. Nothing in there about Poet's Pen? How is this possible?...........................................

You release a unique, it gets hype, and then you just disregard its flaws and bugs? Very weird...
When is this going to be fixed?

Looking into a VD build at the moment, so I think I could help.

First I am assuming that you get close to 8 APS total or 4 APS per wand.
The reason is that the CD is (supposedly) per wand as long as you cast different spells in each.

So let's ignore for the moment the second wand as it works in the same way as the first technically speaking and assume a single wand APS around 4.

You attack, the CD kicks in.

APS < 4: The next attack is slightly over 0.25 sec. The CD is gone. The spell is cast.

APS > 4: The next attack is slightly under 0.25 sec. The CD is still on. No spell is cast.

Latency may cause delay, thus resulting in the observed:

Cast - Cast - (maybe cast once more) - NO CAST, versus the: Cast - NO CAST, that I described.

In all cases, if Frenzy is around 4 APS total / both wands, then technically you're only casting 50% of what is possible. If there's a problem with that then I'd almost assume something like Poet's pens sharing their CD's no matter which spell is used. Indeed in such cases you have 2 attacks time (one wand then the other) so the CD should be long gone.

Pardon me to say it like this but you don't seem to know what you're talking about, nor what this thread is about.

First off, the cooldown is per wand per spell unless the same spells are used between both wands but each of your attacks is capable of triggering both wands at once since the unique trigger effect is not local. Therefore your '4 APS per wand' is nonsense.

Secondly, this topic is about spells not triggering on every attack when your APS is below 4 APS and can be reproduced no matter if you use two poet's pens or only one. For my current setup in particular (with 15% cooldown recovery speed), the theoretical cap is 4.6 APS but in practice I can get up to 4.34 and still trigger on every cast but once I surpass 4.36 (+1% increased attack speed), I'm skipping a cast every few attacks.
When is this going to be fixed?
