New quest - Queen of the Sands - Bug (?)

There appears to be a bug where your quest tracker tells you that you have completed the Storm Blade quest, when in fact you have not. Petarus and Vanja are smart enough to know you haven't given them the Storm Blade yet, so they aren't offering the reward. You need to go to the Vastiri Desert and complete the Storm Blade encounter, then return the item to Petarus and Vanja to complete the quest.
There is still another point of confusion though. Originally, the Storm Blade quest gave a passive skill point as a reward, but when introduced the Queen of the Sands (Shakari) quest, we moved that reward to her quest and added a new reward for the Storm Blade. But we didn't remove the skill point from any characters, since that would have reset your passive trees. So there are some characters in Standard who have not completed the Shakari quest but do have the reward, meaning if you go and do that quest, there is no reward, because you already have it. These characters can talk to Petarus and Vanja to receive the new Storm Blade reward. Sorry for the confusion. [Edit] Also, the patch notes were mistaken. After I spoke to Sin, I redid the Storm Blade quest(got the bottle after talking to Petarus and Vanja) but when I complete the encounter I do not receive the Storm Blade. After that I tried to take a portal to Oasis to see if it was already done, but it gives me an invalid quest state.
So now the situation is, Storm Blade quest appears done, I have a Bottled Storm quest item in my inventory, I did the Storm Weathered Chest encounter but that didnt drop anything for me after 3 completions and I can't turn in Queen of Sands because I don't have access to the Oasis. I spoke to all the npcs in the act but I still can't complete it. |

Made a second character to see if it was just a fluke glitch, but I am having the same issue again where it says i have completed the storm blade quest and to talk to Petarus and Vanja for my reward, but there is no reward to claim. Therefore I cannot continue to the Queen of the Sands quest.

U need to talk to Sin if they didnt send you the bottle to activate the quest

Talk to Sin where? Talking to Sin in town does absolutely nothing for me. There are no options to further the quest.

" This also is true for me. Had completed the quest "the storm blade" at my playtrough. But i didn't talk to Sin nor tried to find oasis. Now, after i completed Kitava, i want to do this quest for the skillpoint, but i do not get the bottle. The quest the storm blade should be finished, but no reward. /global 4745

I finished the entire quest chain but IRASHI did not award me with a passive skill point even though it says he did.
