wouldn't this be a "minion"-type minefield? What would scale the goatmen to end game? Minion gem or melee support gems? Since you have to kill w/ the skill 1st to create the goatmen, you have to link melee support gems to it to kill. Isn't the skill itself is just a worse way to "summon" a minion? Instead of casting it right away like golem or skeleton, you have to kill to summon them.

I think D2 have the same skill. barb or paladin can't recall, where you kind of "converting" the mod to your side. And that skill is death. Even with the good balance of D2.
Correct, but the minions you can summon are limited, the dominated minions are theoretically limitless.

That's part of why GGG hates the skill
The stress it puts on the servers due to the infinite number of minions

That's why I proposed to condense all these units into a single entity

If you want more minions the. Roll monster diversity mods

This would increase your number of possible prime

I'm using Dominating Blow a bit myself this league. One of the primary weaknesses I feel to it are the base duration of the current skill coming in at a paltry 24 seconds. It makes it extremely underwhelming and hard to use against the new boss HP pools.

How does duration factor in to your proposed rework? Are primes essentially permanent like spectres? Or do the base primes have duration themselves? Or will duration only affect the growing/shrinking phases of the converted enemies?
I think they have to be temporal because PoE has spectres as you mentioned (Also Guardian). But, it would be cool, if prime minions can extend their duration with their own hits like 0,4 sec per hit.

Honestly, I wouldn't mind if they were permanent under this system considering you need to keep up the melee blows to sustain higher prime versions.
