A quick explanation....

From Wikipedia:

to pull oneself up by one's bootstraps - (idiomatic) To begin an enterprise or recover from a setback without any outside help; to succeed only on one's own effort or abilities.

I wanted the flavor text to have something to do with the item's increased effectiveness when stats are at their highest. I also wanted to play on the fact that the player starts out really puny, in comparison to your strength at end game. Thus, a fancy word for ultimate -to make you feel powerful and smug. And because the item is a belt, it also references keeping one's pants from falling down. Perhaps the exile's nice leather belt was cut in the midst of battle and lost, and a boot string (or several corded together!) served as a quick solution to continue their jewel-fueled rampage against the forces of darkness. Or at least that's how I imagine it.
