Why can bows have 6 sockets, anyway?

I want an offhand for 2H Melee as well but meh... its been repeated again and again as to why 2H Melee has no Offhand since Melee Weapons have higher damage rolls and usually bigger values on the mods that get put on them.

Quality over Quantity I guess.
