I'm thinking the "wall" should be a giant tank full of jello that you have to swim through. We wouldn't need any guards, and although it wouldn't stop a necessary flow of people (we do need more people here) its a non discriminatory win-swim scenario that still leaves us in a sticky situation, but it would slow immigration down. I'm just not sure if it can be orange jello, or if EPA regs require it to be green jello.
