Let's take California for example; a relatively laid-back, lenient state in America. Very non-extremist.

Between 2000-2005, roughly 8,800 people were arrested for indecent exposure. 350 arrests for obscene matter. 20,000 arrests for lewd conduct. 29,000 arrests for disorderly conduct. 32,600 arrests for disturbing the peace.

This is one first world, American state, over a 5 year period. To say that you would only get in trouble for this kind of thing in extremist countries is just, extremely wrong.
