Eternals are not the problem, mirrors are. The incentive to create perfect items by brute force only exists because they know the return of investment is extremely high thanks to mirror service. Any item should only be capable of producing ONE exact copy. The ability to make infinite copies drives RMT more than any other thing in PoE.
