If you're willing to not care about the ES gained, you can use it on a character with EB or Blood Magic gem where the mana cost is mostly irrelevant anyway. 18 ES on a kill is kinda low though. Those gloves Are dang near perfect for Ghuddas build. He uses a level 1 spark gem to simply stack his power charges for discharge. 80% increased mana cost on a level 1 spark? PFFT! Hello infinate power charges.
