A crit dagger gives about 80+90 crit chance = 170%
Divinarius gives 40+~90 = 130%
This wand gives 60+50(power charge) = 110%
So, not too bad. You can still get effectively 100% crit chance with discharge, for instance, with two wands. Not to mention much more damage from the charges themselves.

I guess the challenge of making this build viable would be to be able to keep up the Power Charges consistently.
For in the initial stages of racking up those charges, you would be getting 80% Reduced Spell Damage and also way lesser chances to crit/permafrost.
In the case of Discharge, you just spam spark to rack up the charges. For other skills it would be a penalty to start, yes, but maybe 2-3 casts maximum before you net positive.
The power charge gem is much slower than Voll's, but is still viable.

If you are CI discharge, you don't need to always crit. Blood Rage allows you to get a frenzy charge on kill, so even if it goes off and somehow doesn't crit, if you kill one monster, you can use discharge again and start the chain back up.

Already did it. Not difficult. Start witch. People look at the -50% max and freak out. Here's one permutation of the build. IR is obtainable through the right, as is crystal skin, etc., if you so desire.
i am ci/discharge with volls no problem. Before volls reserved 50% mana now instead it just takes it out completely leaving you with half mana. granted i only use 2 auras purity and disipline, but i am able to sustain discharge enduring cry no problem. its a very viable build, i am still working on the survivability of it, but you dont need to really be tanky when you can wipe full screens at a time with one spell.

I think this new wand unique is probably my favorite unique in quite a long time - a unique with the stats to be endgame gear, but that actually needs to be built around. Very, very well done, whoever is responsible for this. I love it.
