Yes but his point is that the wand only increases your maximum power charges by 1, so without the wand you'll only have 50% less chance to crit at max charges.

For in the initial stages of racking up those charges, you would be getting 80% Reduced Spell Damage and also way lesser chances to crit/permafrost. IGN: Asharin

Here's another one with different stats of course. Was able to buy one in game for around 3 exalts equiv. Thanks again The_Jaff. No idea what the market value will end up being (I'd like to think I got an incredible deal on mine) IIRC, Max mana value ranges from 40-50, Cast speed ranges from 10-20, and Crit chance ranges from 50-65. For Volls discharge builds, I would argue a 170 critical dagger still might be more useful:
The goal is to always crit, and having a 75% chance with 3 charges, for example, means you have a high chance to break the chain if you don't hit six enemies per discharge I havent played with the build, but I would imagine it already does enough damage for regular mob groups with simple crit bonuses, the addition of shock stacks probably can finish any blue that doesn't die with a second burst. Daggers give access to flicker strike, a great way to close distances and keep those charges active between groups. Of course, discharge builds that don't rely on chaining crit but using other skills for ginormous discharges will love having even bigger discharges, and of course all those builds that are perfectly comfortable with a non-perfect maximum crit rate will destroy with the new wand.
