I’m a total n00b and this will be the first season I play in so bear with me here. In the leveling guide for this build it said to keep arcane surge at level 1 for now. I read ahead and it did not mention when you should start leveling that gem. So I’m curious when you should start leveling arcane surge?

In act 2, you link Arcane Surge to Orb of Storms. From that point on, you can level it, as long as its mana threshold is less than the cost of OoS (whatever it says the mana cost is in your action bar). It should be lvl 8 at most (when OoS is level 20).

Tooltip DPS in this game is fairly worthless for most builds. If you want a better idea of your characters damage you can import your character into path of building.

Here is the gear I am currently using for this build. I have a helm and amulet with proper stats on them for more challenging content, buy I have been using the Devoto's and Bisco's for general mapping.

What are my weakest pieces of gear that I could easily upgrade? I have about 20ex that I could potentially spend, which items could potentially have the largest upgrades, and what stats should I look for?

Thanks for clearing that up. What would happen if the mana cost of arcane surge was greater than that of orb of storms?

You don't get the Arcane Surge buff with a single Orb of Storms cast.

I am also curious, but I couldnt find anything about arc in the patch notes. Inpulsa is getting nerfed to 5% enemy life aoe but it doesnt change the old version. This is by far my most favorite build.
