All you will have to do is having an ammulet with "Added Lightning Dmg" - 1-2 dmg will do - and that will trigger ignites and burns.
ok so i built it and did my respec

honestly it is a fun build but way way too low in the dps department (even after taking out melee splash)

i know i could get other things that increase it (%fire on rings etc) but in a party this thing is pretty weak

doesn't really die as often as you mentioned probably L.Kaoms (i spec for HP) but still overall it was a bit of a let down

Oro's sword really isn't all that great

overall it was a disappointment in 78 maps

but still here is my equip and passive
(if anything will have to take the maurader side hp nodes and put them into the ele templar dmg side, but still i mean if it takes 5 hits to kill something and then only take 4 with less survivability i would go with HP and 5 hits instead of less hp and 4 hits)

Yeah Pepock, indeed it was a disapointment for me as well on that department.

My latest build before giving up on this was THIS - which had far less survivability than your approach (but probably double the dps - although, not enough to justify all the deaths I was experiencing). I've also geared up with a Thiefs torment (to replace Blood magic support with a dps thing). The final Main Attack lineup was: Flicker > faster Attacks > Multistrike > Melee Splash > WED > Life Gain on Hit

Anyway, it was pretty fun to play until I start maps 75+ - stuff just took too long to die. I'm really sorry it turned out as a bad experience for you (at higher level maps that haven't had the chance to test) - I might just post a disclaimer on the main topic about this fact.

build will work but this requires me getting ele dmg rings life res etc. and i dont really feel like its worth it

but with those im sure dps wont be as bad especially with a few things moved around in passive

but still damage in a party wont be that good

Is there a working passives build link for this?
Sorry bro, haven't played since the last patch. If someone get the time to test things on the new patch and care to add the info here, I'll gladly update the main post.
