Disabling the Tessellation in the Graphic Control Center did the trick for me.
Don't ask me how I did it though... no idea. There are tutorials however |

ATI Radeon 4800 series. Can confirm heavy fps drops. Seems to be worse since last patch, but could also be the new Win 8 I recenlty installed (doubt it though, anything else runs smoother)
