I'm curious about static blows too. I got resolute technique and blood magic right away and I'm level 42.
edit: upon looking the wiki, it says "The chance to Shock has been removed."

So static blows seems like a waste unless there static blows will give that chance to shock back.
Heres how this works.
First off with lightning damage, on crit, shocks the target. Since we utilize RT, which removes our ability to crit, in order to shock the target we need Static Blows + the follow-up node which gives us a 20% chance to shock on HIT with lightning damage.
Now since they removed the ability to shock on Lightning Arrow, and the fact that the damage it gives us scales so well with the %elem dmg nodes we pick up, we utilize the aura WRATH.
Wrath gives us good damage that scales amazing as you level it, and with it combined with Static Blows, it gives us our ability to shock a target.

hm.. static blows + adjacent node = 20% shock on hit.
so it doesnt matter how much dmg the lightning does. as long as 1 point of dps comes from lightning, we have a 20% chance to shock?

Pretty much, and I may be wrong, but Ive concluded this. If someone knows the hard math, the better...but so far that I have seen this is true.

Just so I understand this, without RT, critting is what results into the shock because of the lightning damage? In this scenario, 20% chance to shock isn't too bad when considering 100% chance to hit, LMP, and chain. Those INT nodes will help with Wrath too, for some reason I was thinking Wrath reserves a percentage. Also, I presume conductivity may be worth picking up?I have one on me and I think it is level 8 because I don't have enough intel to use it yet.

I think I may have explained this slightly wierd.
Without Static Blows, in order to shock a target, you need to crit while dealing some sort of lightning damage. With Static Blows + the follow up node = 20% to shock the target period...either crit or hit.
As for Conductivity, im not sure. I was thinking of using it as well.

Where are you guys getting your INT from to use Wrath?

No you explained it fine. I read your post again after I posted and realized that answered my question. According to the wiki for conductivty, "Negative Resistances: This curse can cause resistance values to dip into the negative, if the base values are low enough. This will have the affect of increasing the damage above values listed on the character screen. For example, a monster that has 0% lightning resistance and then is inflicted with level 1 Conductivity will take 30% more (multiplicative) lightning damage than the spell or attack would normally cause."
So it looks worth picking up if you prefer to always use LA and a certain enemy or mob resists lightning. IT can even be good even if said enemies don't resist lightning. Grace might be worth using too over determination if you do have iron reflexenabled. I like determination, but it reserves a percentage, and for blood magic, I cannot assume that is good at all.

First an all-attribute ammy. I perfer 18+.
Then after I got RT, Blood magic, and took the templar life nodes I went up the left side int nodes to Static Blows. From there. I grabbed the 30 int node north east of Blood Magic.
With no other int from any gear other than the 19 from my ammy, Im at 123 int.
Damn dubble post >.<
