Can you post the 30 pt skill tree, 45, 60 etc on how to get where you are? I've never played a witch and rather new to the game. The added help would be greatly appreciated.

You can take an extra Power Charge. Personally, I prefer to have more passive points to play around with. If you check out my current level 90 Passive Tree you will realise that I am just one point away from another extra Power Charge. So you could get up to 6 Power Charges actually. This will greatly benefit from the 3% Increased Spell Damage per Power Charge node right at the top.

Done! Hope it benefits you. Please note that this is just a rough template, ultimately the leveling process and the way you spec your points will depend on the gear you have. Feel free to take other points you feel is more relevant/useful as you level up.

But I would like to know how practical is this build for leveling?

How effective will this build be without top end gear?

Is there a specific level area to start playing this build that would be more beneficial?

Not really. You could do without Auxium or Rainbowstrides, this build will still work the same. Maybe the only unique that I would say is really good to have for this build would be Gifts From Above.

This build is an end-game approach :) You can level your character anyway you deem fit.

This build will do very decent DPS without end-game gear. Beauty of this build is that it scales extremely well with end-game items.

I still think that the Witch is the best class to build this character.
