Looks like it was made to be used with the new effect of CwDT, so you can cast a higher level gem without increasing the level requirement ?

it seems to me that if you used this on a 20Q freezing pulse, with faster projectils the pulses would be killing things off screen. 20% is already 60% increased speed, plus this gem, plus faster projectile gem, if my math is right thats 60+72+68= 200% increased speed... not to mention increases from wands, passives, or for shits and giggles a quill rain bow. You may lose some overall damage, but the fact that high damage portion would cover at least half the screen, plus the high freeze chance, this could be insane.
