So instead of making it simple "1% quality per level", it's a "level your character from 1 to 90 to get level 3 gem" bullshit again.

With Empower I understood the whole "only three levels with lots of xp needed" since you can't have +2 skills pulled over 20 levels of progression... but with Enhance I just don't get it... give it +1% per level and a starting level requirement of like 20, then it would be fun to use from pretty low levels and up.

I guess its always possible that GGG has done something tricky with it at level 3?
I mean I greatly doubt it after empower but its always possible... IGN

Sounds more like a case of starting with the wrong tactics "We want to make a game similar to Empower... lets have it give quality..." and never consider that the whole reason Empower is few levels doesn't hold true for Empower.
But it's a minor niggle really, I'm sure the gem will be fun to use (if I ever find one) Designer of The Broken Crown

Could be useful for frost nova, people keep that at level 1 Q20 already just for the increased AoE.
