It's so that you can just refresh a characters inventory or certain pages in your stash without having to do the whole lot. Each time I hit "refresh all" it takes ~3 mins plus has to load about 12MB of data from the GGG servers. Using the partial refresh I can just update the inventory of the character i'm currently playing plus the couple of empty stash tabs i've been dumping loot into recently. This is an inventory manager ... .... so you don't have to grab a pen and keep a list of everything that your toons have in their inventory/stash.
