I'm guessing that the change to chaos dmg was so that it bypassed resists...but on the flipside it doesn't get buffed by "+XX% Elemental dmg to weapons" anymore :(

It' a problem mainly because I bet that it is still affected by increased spell damage when used with a spell (yet attackers have no mod which increases attack damage)

What is the difference between damage mitigation and damage reduction? They are both influenced by armor afaik.

Damage mitigation is just the combined average effect of damage reduction and evasion. I don't think blocking is included in this stat, although it probably should be.

Damage Mitigation = ( 1 - ( ( 1 - ( Damage Reduction / 100 ) ) * ( 1 - ( Evasion / 100 ) ) ) ) * 100

I currently have a 12% chance to block with staves is this stat working in game and what stat is it increasing?

I would assume it's working. It increases your chance to block while wielding a staff.

I have one question since i am trying to make ring.

Every ring in game can have the attack speed mod??
I am cirious since i roll the mod easly on some rings ,while on one i cant roll it even after 50th try.

As long as the item level of the ring is high enough, yes. use /itemlevel when it's picked up to check it's item level. I don't know what level it has to be, but it should be reasonably high for the best stats.

My question:

I have a question about time slicing: how many frames per second does the game engine (not the graphics) run at? How useful are things like stun recovery ("reduced block and stun recovery time") if I only have a small amount of them? A large amount? Are any breakpoints known? Same with attack speed - a high faster attack support gem on a ranger's skill like double strike has to be getting near 4-5 attacks a second...what kind of breakpoints are there for this?
AFAIK there aren't any breakpoints.
Faster block & stun recovery reduced the stun time by a percentage, for instance 50% faster block and stun recovery will halve the stun time.

I think the default stun length is about 400ms, but don't quote me on that.

Why halve? Without further knowledge i would asssume that 100% halves the stun time.
