Does it mean that every spin/every attack I hit ONLY 2 targets even when I'm surrounded by 20 mobs ?

If so then its not a true AOE skill...

You are misunderstanding how the skill works.

"Cyclone spins at your attack speed", means that is you have 3APS you make a spin 3 times per second. Each of those spins hits twice, anything in the area of effect all around you.

How many times you actually hit depends on what distance you cast cyclone for and how fast your movement speed is, plus how well monsters stay within your range.
Thought about replacing GS with this... tried it.. what a joke.. shame on u devs.. shame...

If it's set on stone that there's not going to be free movement, then make the duration much shorter, so we can cast it in quick controllable bursts.

These are my suggestions:

Don't let the skill be interruptible, but shorten the min casting distance at least 1/2 to 1/4.

Have the gem add base melee range, similar to Purity, something like this:

+1 - lvl 1-5
+2 - lvl 6-10
+3 - lvl 11-14
+4 - lvl 15-19
+5 - lvl 20 only

Most people won't be getting a gem to level 20, so I am assuming +4 and +2 taking the duelist passive. The new typical range with 1H is 10 or 11 with 2H. This actually gives some noticeable reward for using +AOE passives or gems. People are thinking the skill is bugged, not realizing that the AOE is just so small that increasing it is almost pointless.

Something has to be done about the pitiful damage dual wielding. I really don't know what. Maybe up damage effectiveness to 50% but reduce the bonus attack speed.

My physical damage with 2 corsair swords is so low that I have no hope to leech life without running a life leech gem. I guess it is hard to buff the skill though because there are people with 6-linked all this +Melee physical damage, but then it just sucks for people with normal damage or two fast attack speed swords.

Even with +15% quality life gain on hit (+41 unmodified), this is nowhere near enough to keep me alive. Switching back to cleave/faster attacks and not having any leech/LOH gem my listed DPS is 5 times as high and I live better with 9% life leech on gear because I kill faster and my weapons actually do enough physical damage to leech.

They said Melee Range increases with Cyclone.

The damage needs to go up and the mana cost is fine.

Desync needs to be fixed for Cyclone to be worth it.
75 marauder with 1 hand + shield. I think my cyclone is lvl 11 linked with melee physical, faster attacks, and added fire damage. I had weapon elemental damage on it, but the 112 mana cost was too much so I put a 7% quality reduced mana gem on it bringing down the cost of cyclone to the point I could spam it without issue. Perpetus on merciless is even more of a joke with cyclone than with leap slam. Piety on merciless is not a quick fight, but pretty easy using cyclone alone.

I like this skill, but believe there are some changes that could be in store as well. I use to have a barb in D3 that used whirlwind and it is true this cylone feels off when in comparison. Two biggest problems with cyclone imo is the mana cost and lack of ability to control the cyclone.

Cyclone is gonna be crazy with an elemental damage builds with auras.

It is an AOE skill that uses your melee range as the base max AOE, so what I suggested would affect it.

Part of the reason the damage sucks besides the effectiveness and whatever is listed on the tooltip is that I am wasting time not hitting things because the range is so small. I only have 6% movespeed then -30% from the skill but I still end up passing the single target I want to hit.

I shouldn't have to invest heavily in AOE just to be able to hit the monster trailing behind me.

I think we need clear statement by GGG about this because it doesn't seem like that skill work in that way.
