Is it true that physical damage on gear isn't increased by % mods?

I saw Invalesco write something in some thread that I don't have open anymore. Wondering if this is true, because with a lot of attack speed and % damage modifiers, phys damage from gear seems to have a huge impact on tooltip dps. Is it the case of bear trap where cast speed changes the tooltip, but the tooltip isn't correct?

If true, why is it different from elemental damage (which is generally used in more powerful builds). And, is it a bug or a developer decision?

As you only get base phys or base ele dmg on rare gear, yes, those are affected by your % passives.

Also, not sure if it'll help in your calculations (it probably will) but afaik +phys damage mods on jewellery (non-weapon sources) are not scaled (receive bonuses) from passives, eg. Increased Melee Physical damage node. Not sure if it receives the bonus from the melee physical damage granted by Str though. That is as it stands currently, although that might change soon

increased melee nodes do not affect them. increased physical damage do (strength is considered increased melee).

That's a bit perplexing, as this applies to melee attacks. Invalesco's comment indicates they aren't scaled from passives at all. Are you sure?

Haven't found increased phys (from passive or gem) to affect added phys from non-weapons (which I think is a balance issue) but increased projectile does. Kraityn's increased phys reward also might.

How about weapon-specific passives ? Maces/Bows, etc. And how about skill and support gems ?

This is an important question. An answer from someone from ggg would be nice.
