This means the top ranked player (the one who reaches the most exp in one hour)

For join races, you must wait until 30 minutes before race start.
Then, you can create a new character; when do it, in addition to default and hardcore, there will be the new league.

Then you are ready. You can login but the character won't move until the start of race.

Both line up for 12pm for me (EST as well). Your countdown is borked for some reason.

By any chance can you tell me what you have chosen in your profile ( EST or US EST )

Looks like reaching a level requirement is the only reward that will apply to most people.
