In a race, you generally have multiple medals, and someone can only win one medal.
You don't have a single person win 1st, 2nd, 3rd, ..., 7th, 8th, 9th, ...., 19th, and 20th places.

Perhaps a better method to spread the rewards would be to push more of them towards side area quests. For instance, the first to clear the fetid pool in cruel gets an Exalted, the 2nd gets a regal, and the 3rd gets an alchemy.
And remove a lot of the rewards from the primary quest chain, ones which one person (or group) will likely win all of if they get a little ahead. Just do a few of the required quests, and maybe have a 1st, 2nd, and 3rd place for those as well.
