RF doesn't proc EE, only "hits" do and RF is just a degen effect. But RF burns harder if EE removes some fire resistance via some cold or lightning hit.

Out of the new uniques I think I like the boots the most. There's just something uniquely sexy about the spell block mod, though increased aoe pretty hot as well :)

If you mean Freezing Pulse, it's not affected by Area of Effect passives/bonuses. It's a projectile spell.
