Well, I want an "immune to flicker strike" ring, because this is about the same level of bullshit.
Now, seriously, Internets rage aside, how is PvP going to be balanced with flat out immunities like that? Isn't capability to freeze supposed to be a major component of cold damage's kit? Heating flasks are at least a resource to be managed, an item like this is a practically no cost negation.
I normally resist posting on balance, but in this case I will.
The ring has heavy opportunity cost, as you aren't wearing another ring with 6 mod slots.
It prevents freezing, but chill. (So you can still be slowed by cold crits).
As you noted there other defences against status effects, so this ring is more efficiency than a unique effect.
Yes, it is a bit of a hard counter ring, which will matter where all of the following are true:
- 1v1 PVP, and
- where you know who your opponent is in advance, and
- you get to swap to or away from that equipment set between bouts

The opportunity cost is kind of high for someone that use do not use mana/mana regen (meaning their source of mana is either mana leech or blood magic). For someone that use mana regen (witches), this is crazy strong.
I'm not saying it's op or anything.

I gotta ask: Who is the Blood Magic mask supposed to be for? It's got Spell Damage, which you normally can't get on a hat, but then it has Blood Magic, which kills half the stats a caster is getting from their int. I don't see how it would be viable to traverse the INT areas of the tree and get more spell damage while using Blood Magic.

Considering what the base item is, I believe it's safe to assume it is meant for the 6th unreleased class.

i dont see much opportunity cost for a witch here. in fact this ring has dream stats and no drawback.. 20% more mana + reg is really crazy strong for witch. sure a rare ring might theoretical be better dmg wise but very hard to find or craft considering how rare is cast speed and %ele dmg. and u want mana + reg anyways on a rare caster ring.. (we must not forget that more mana = more dps)
20% mana is so much that u can skip +mana on some other pieces to make up for the 3 missing stats on this ring. so i think a witch can wear this throuout the game and even in the endgame right now. not to mention pvp against a cold enemy..
for all other classes its not that usefull maybe for AoF templar to avoid getting frozen..

Mkay, not as bad, but still, this is a bad principle and should be strayed from as much as possible.
Hard counters in form of gear without true opportunity cost are bad. A few stats lost from a ring is not a real opportunity cost given how minor of a fraction in terms of total character's stats a ring actually provides.
Think, for a second, about Resolute Technique keystone. I've already seen one of you guys mention that such a keystone would likely not be enabled in PvP because it is automatic negation of an entire defensive attribute. Freezing is of similiar value to those who rely on it for defense - and you are providing a keystone level positive effect without a real drawback on an item.
In fact, let's extrapolate and ask - do you want PvP to be designed around soft counters or hard counters? One promotes player skill in combat as even a countered build can come up ahead, the other promotes rock-paper-scissor format. Which one do you think is more fun for PvP?

You're overrating passive mana regen. Until GGG comes out with the new utility flasks, there will be no reason to focus on passive mp regen when flasks already make it redundant.
Right now I'm using Voll's Armour (-50% Mana) and a 96 mana cost attack with no problem. Catalyzed flasks of Adrenaline are more than enough to keep up with the cost.
