Apparently Garena contracted Softclub company to do voice acting, and they are famous for many great localizations, including Warcraft 3 RoC/FT which is considered masterpiece of a localization.

That's what will happen somewhen with PoE too.
And it's usual practice not only for Garena.

I've never played HoN but actually in Russia we have not company which responsible and honest enough.
Russian "localization" means reservation with IP bans, f2p to pay2win transformation, terrible support, lags&queues etc. We have already seen all of that.

so GGG can sell MTX to russian players, basically right now only minor part of ru players can afford buying MTX so solution is to lower the prices so people can actually afford them, but how do you prevent other players from buying those cheap MTX? you make separate server for russian players

edit: other that that I see no reason for not just make RU/CIS gateway and localize the game client
