Can monsters get negative resistance? Do all lower resistance curses work in the same way when they lower resistances? If monsters can have negative resistances, is there a cap?

monsters can have negative res just like players. they also suffer from same maximum res cap as players do (can have actual res higher in order to make reductions less harmful).
negative res has no limit other than max of every negative possible in the game. which would be 2 curses, elemental equilibrium, and a penetration gem.
penetration gems work slightly differently but are otherwise the same. the difference is if there was only a penetration gem to lower res of hit foes (and just for the hit), then it'll be the cap (75%) minus the value of penetration.

Also when the resistance of the monster becomes negative, it shows "Vulnerable to XX" under his hit points.

What it actually means is the rate at which the cooldown timer expires, allowing the energy shield to begin recharging. By default it takes 6 seconds. With 100% increased recovery, it will expire twice as fast, so it will take three seconds.

Energy Shield will recharge if you do not take any damage for a certain period of time. The default delay is 6 seconds. This time can be reduced with increased energy shield cooldown recovery modifiers from passive skills. The formula for the recharge delay is:
6 * (100 / (100 + increased recovery) )
so 100% increased recovery is halving the delay, not removing it entirely.

I was wondering how reduced mana reserved nopes and the reduced mana support gem interact.

Say I have 10% reduced mana reserved from passives and my support gem multiplies mana cost by 75%

Do I have 65% reduced mana reserved or 67.5% or what?

It will be 90%*75%=67.5%
