The EK changes ARE an indirect CoCS nerf, any CoCS build using EK will have a lower damage effectiveness and will not benefit from either the castpoint reduction or the lower mana cost.
first - EK damage reduced by 25% only makes CoCS builds SAFER. as the dmg is already enough
second - this is the 'kaoms case' again (When theyve changed ENTIRE passive tree just to NOT nerf kaoms chest). theyll ruin balance of all spells just to NOT be forced to admit that CoCS was a retarded idea and their 'fix' was not a fix at all? i hope you are wrong

Empower is better off in a staff with + gem levels. Which would be an automatic gem in a staff build anyways.

Siosa would make perfect sense given that multi-strike is obtainable there and this seems a rough equivalent.

Sure, but that 'certain point' is in terms of dozens of interesting combos, and i'm going to run out eventually.
And don't worry, they're doing both. It's something that I encounter a lot as a dev myself, people seem to assume that a company producing multiple products/features means they are mutually exclusive, that's not the case. The resources they have working on other content will be reasonably distinct from the resources focusing on balance and skills, so it's not actually a reasonable assumption/complaint to assume that work on one necessarily hinders the other to any substantial extent.

So what if CoCS isn't as suicidal? To me that is going some way to counteract some of the inherent stupidity in the build. Also, it doesn't change the fact that it's a direct reduction in EK CoCS damage effectiveness while self-cast EK is reworked and arguably slightly buffed - CoCS with less damage effectiveness is going to deter more players than will be attracted to it due to the fact that it is now less rippy. CoCS is a pretty retarded sure, at the very least it's a total cheese-fest and at the worst it's a reason to kick people from my mapping parties.
And I hardly consider that a faster, more efficient spell is in any way 'ruined' in terms of balance, in fact it's something I much prefer. The main problem I have with EK, Arctic Breath etc is how laborious and sluggish they feel to use, the prospects of a faster more agile iteration of these skills makes them much more appealing to me - personally I'm looking forward to it and might revisit my EK theory crafting, so I totally disagree that this is the Kaoms situation all over again - It even makes me think that a cast speed LOH EK might be doable, but only science will tell :)
