If you look at the top 100 most viewed games on the site, quite a few of them are unreleased, but have at least working demos. Yet all of them seem to be eligible - you can vote for them.
PoE is quite far along development in comparison to the demos and alphas that are already eligible. The site probably acknowledges that it takes years before an indie company 'finishes' a game - and wants to give recognition and encouragement even to unreleased games. I was reading over my latest PCGamer mag while working last night. They had a pretty decent listing and mini-review of many free2play titles, and promotion of indie games. Would be great to see PoE listed among them in PCG some time later down the road.
