Head over to https://github.com/EmmittJ/PoESkillTree/releases, I believe you'll want v2.2.3 for the build you linked. That version loaded the link at least. :) Just a lowly standard player. ATTENTION: Everybody that has chosen another class for his guide because of the subclass (for example build now starts as Assassin shadow instead of witch) please copy-paste your build in the appropriate forum.
