Ok, so the gem is Red, not white. This leads me to the conclusion that it's not about giving increased xp to supported gems.

The gem's name Empower is tricky because empowering totems for instance grant power charges to allies. But we already have a PCoC support gem so it's not that.

Now, if we take into consideration that the gem only grants bonuses after a few levels then it must be something that would be op when used at low clvl...

So my bet is: Increase level of supported gems.

Maybe as the following:

+1 to gem level @ Empower LVL7

+2 to gem level @ Empower LVL14

+3 to gem level @ Empower LVL20

I am 99% certain that the only thing quality does on this gem is make it level faster. It is a gem that will do cool shit at level 2, but it takes A LOT of investment to get it to level 2. It would be well worth dropping multiple GCP into one just to make it level faster.

Considering this takes more exp to get to level 2 than all gems take to get to level 20, and it apparently does nothing at level 1, I have faith in GGG that the gem will start to gain effects before actually hitting a new level.
If not, well... it is such a mind numbing grind and transparent gcp sink, that I think I will cry.

Well until we know what it does theres no way to know if its actually worth it to drop gcp into this

Empower Gem... guessing it's a level replacement gem; the level on Empower replaces the skill gem level so you can effectively level low level gems but effectively use them. It's the reason why it has quality, you're expected to outlevel the gem, and apply to quality gems that you obtain.

Maybe it will increase quality of supported gems.

I'm guessing by the name and ridiculous amount of exp required to level that it increases the level of gems it's supporting. If it really is what I think it is, that would be pretty insane for casters. I don't understand why you would add it since casters are already in the best position in this game.
