Something stinks here.
Levelling a level 1 requirement gem to level 18 takes a bit over 95 million exp, levelling it to level 20 from there is another 237 mills. And this gem requires 226 mills just to reach level 2. Now, that's pretty late game there and you're deep in maps by then, by the time your other gems hit level 19 this one will reach level 2. If your gem has max quality that's probably 100% more xp and it will reach level 2 around the time other gems hit 18, not really that much sooner. So, what do we need in maps - loot and exp. This gem just might be the equivalent of D3 paragon system, you're supposed to keep it on you until the endgame and then reap the rewards. And its effect is kinda account-wide in the sense you can swap it around. OR the gem gains powerups not by level but by gaining exp, level is just a red herring. But I see no point in that, except eliminating uniques that give +1 to all gems from the equation. Well, Empower on totems means it gives power charges to nearby enemies. It may have something to do with that?

Based on inventory I say it will give both IIQ and IIR at level 2.
I also think it will only level once and then be enabled and stop leveling, much like the portal gem is always the same level. Hoping the required stats are a combination of str, int, dex so they will all be in the low range. Fight censorship

It could be something that req you to get it maxed out at lvl 1 and then you are able to use that exp to get some bonus effect emptying the gem exp when used with a skill.
