He's not being too literal. "Exponential" has a specific meaning, and multiplying your total damage output by 1.5 (plus some Increased Projectile Damage on top of that), while good, is not exponential.

Now, if you're stacking as many damage multipliers as you can (one of them potentially being Chain), then your damage will start to increase exponentially, sort of.

any clues on how to actually use that new flask?
It looks useless under nearly all circumstances to me, I must be missing something.

The most obvious use for it is to spam it to heal quickly while you Alt+F4/portal to town.

The second is for a life-based character that already uses Blood Rage. You want to stack %chaos resist (ideally with a Ming's Heart, since you have no eshield and love the damage multplier), so the flask is just a huge bonus for the build.

The weirdest use I can think of is tuning your chaos resist (and getting rid of HP regen) so that you can reduce your HP down to "Low Life" to get the benefit of Pain Attunement and others, then heal up later when you don't need the damage boost. Of course, this is strictly inferior to turning on/off an aura with the Blood Magic support gem.

Alternate art items of the current season.
Others should probably supply more. :P

theres a couple more

Anyone can say that what you experienced and heard is "tin foil hat" nonsense and all, but the truth is that GGG uses what is called "gated" RNG. That means that while RNG is in full force all the time on all drops the server side is keeping a count of the total number of a specific unique item to ensure that only a specific number of that item is released into the PoE economy over a specific time.
Citation needed. By which I mean "you are probably talking out your ass."
For the record, the system being described by Arrowneous does not exist in the game. Unique drops are not recorded, and have no effect on future unique drops*.

Unique (and other) item drops are independent events.

*except for if a unique drops which grants IIQ or IIR stats to the user, which would, technically, affect future drops if you equip it. Which isn't what we're discussing at all, but I'm worried if I don't explicitly mention it, someone's going to jump on that specific case as a way to prove me wrong.

Thanks! That's what I like to hear! If I can't think of the use of an item, I know there will be others whom can.

It breaks even at 33% Chaos Resist. It's a quartz, sadly, but if you get to 66% chaos resist you're looking at 25% life recovery. The question is whether you have enough life for it to be better than other options.

I can think of a few scenarios I'd love to have that flask in.

Found this 2 days ago, looks cute. Anyone have a suggestion for a build around it? Are there any curses I can cast which would benefit me? :)
May your maps be bountiful, exile
Look up the self-punishing build with those... Casting glacial cascade constantly with CWDT after putting punishment on yourself.
