Not as CoC generally use a 1.5 aps wand with similar base crit.

Its an elemental hit wand. I think its a good addition for POE. It makes the wand passives in the far north maybe usefull.
I like the idea of burning, frozen and shocked enemies.

Not to mention that uniqs "must have downside". Here it is

it's definately a nice elem wand, but rare wand can be better.

Wrath + anger, and this wand.
so it's just for an elemental wander

a rare can have a better crit chance and attack speed + some ele damage

here we have the 103 ele damage

Why is it on a L65 base wand?

It could have just as easily been on the L24 Spiraled Wand (or any other wand with the same base aspd) and been a build enabler for pure-ele wanders.

My guess is: supporter said so, Rory never questioned the decision for even a second.

I personally don't believe that's a very good reason.
