I run 0% and get at least one unique each game play session of 60min or less with so many rares that I just deconstruct them all.

Pretty sure it was heavily nerfed (might be mistaken) and there are massive diminishing returns now. Sitting at around 50 right now and that feels ok. Trying to get closer to 80-100 but any more than that is probably unnecessary.

It was nerfed at the high end. The diminishing returns making additional rarity largely irrelevant happens much sooner, but you still want some rarity. GGG never released the recommended amount as far as I know.

I don't really aim for it anymore so I go with like, 0-20%, I prefer getting resistances and whatever.

If there is no rarity on the map, then the effectiveness of rarity on the character drops greatly, that would see loot, you must necessarily have a rarity on the map itself, then the effectiveness of the rarity of the character increases greatly.
