Because it's the closes thing to perfect that the gaming world has ever seen. Can you improve perfect? No. Some mods would just make the experience worse, directly or indirectly.

Of course, you do whatever floats your boat, but I never use mods on the first playthrough of any game. I do however mod the hell out of a game on my second playthrough :P
