Yup, and that's the case for the likes of totems, which don't base their damage on the user's weapon(s). Hence why totem builds, like casters, place a high focus on +skill levels.

Personally, I don't have a problem with how caster weapons work, currently. There definitely are some effects worth using, and having quality on those abilities is good. And for scepter users, more spirit is also quite handy. But mostly, scaling is already out of whack, and we don't yet more of it. At least, not until all the excess is reigned in.

No, it's actually not useless to improve martial weapon quality if you don't use the basic attack because most martial weapon skills are based on weapon damage. It's only useless if you specifically invest in something like totems that don't.

I don't have a problem with it either, but I think a lot of people are being a bit disingenuous.
