I was wondering where people got late February from for the announcement when I clearly remembered end of January. Now that statement came with the caveat that the window is flexible so it could shift. But we're close enough to end of January where I think something with regard to schedule holding or slipping is known and would be a nice thing to put out.

Late February came from the ZiggyD live Q and A when they said that a PoE1 3.26 announcement is planned for End of February.
That was said in the interview 2-3 weeks after they made the forum post of "late january"

and that has already been changed...not openly on the site where everyone can see it but in some Q&A with streamers that not everyone would see...so transparent
