they could do nerfs without waiting league or phase (whatever they call it) because is early access game. that why we play it.

I regards to act 4-5-6, I would do the following.
Implement act 4 etc. as soon as possible so we can test/play it. However when you finish act3 you get the option to continue to act 4 or do act 1 on the higher difficulty. If you choose to go to act 4 you can play it normally and afterwards you go directly to act 2 on the higher difficulty. So basically just let the players choose which of the acts the want to play after act 3. The same can be done for the rest of the new acts. |
